As if that deadline wasn’t tight enough, the committee couldn’t find a suitable site in the city, so they decided to build an island from scratch - a crazy idea that threatened disaster… Revisiting the enterprise 50 years later, the filmmakers unearth a thrilling story of a political folly that somehow paid off.
